docs: translate english technical guides to mexican spanish

Translate bootstrap.rst, siguldry_pkcs11.rst, and svg_conversion.rst to Mexican Spanish. Create AGENTS.md rule file specifying Mexican Spanish for documentation and English for code/comments.
