Remove reference to Trusted Computing Group license
The files tpmb.h and implementation.h had the TCGL header applied
in the 1.0 release, however, this header was then removed in the
1.1.0 release in favour of the standard BSD license:
d0c853f900
Since that time further refactoring means these files no longer
even exist.
IOW, the comment against the license tag refers to a problem that
stopped existing long ago, which is good since TCGL is not permitted
in Fedora anymore without an exception.
